There are two sets of replacement half-inch counters for Napoleon at Waterloo on the counter sheet:
Print the sheet horizontally on card stock. Separate the top two-thirds from the bottom third.
For single-sided counters with the starting hexes on the fronts of the counters, glue the bottom third to a piece of cardboard, and cut the counters apart with a paper cutter or X-acto knive.
For double-sided counters with the starting hexes on the backs of the counters, separate the top two-thirds of the sheet into twenty-counter sections. Glue each group from the left side of the page to a piece of cardboard, and glue the coresponding group from the right side of the page to the back of the cardboard. Note that the two sides should be upside-down from each other, so that, for example, the I Corps 1 Br infantry batallion (7-4) has the number 1010 on its back, and the Hvy Res cavalry brigade (4-5) has 1109 on its back.
Carefully cut each group into twenty counters, using a paper cutter or X-acto knive. Note that as a bonus, you get a two-sided Game Turn counter that can show whose turn it is.
